This patch contains the following fix:

(1) Added new flag for SCX software to control SimulStream
dialog warnings:

HKEY_USERS\.DEFAULT\Software\Osprey\Osprey500\VcDll\scx_flags

bit 0: 1 == disable SimulStream dialog warnings
    1: 1 == return immediate failure
