I Have the same problem. I think I've found how to solve it.
I'm using an Osprey 230 Card on a Brand new HP D530 SFF computer (Pentium IV 3.0Ghz). It comes with windows XP SP1 Spanish preinstalled. I've only installed DirectX 9b, The Osprey 3.0.0.0 Drivers and Windows Media Encoder 7.1. I'm using Pal Video.
Video Control Panel shows the input video but when you try to capture using Windows Media Encoder always appears the Error.
I tested it using Graphedit (that comes with DirectXSDK). A grap that only contains the Osprey 230 Video Capture Filter and a Video Render filter (on the preview pin) can't play and shows the same Error reported by windows media player (Return code 0x8007048F). Adding a third filter, an Osprey 230 Video Crossbar, connected to the analog input pin of the video capture filter solves the problem and the graph runs OK.
I think the problem is in the Osprey 230 WDM Video Capture Filter. It can't run without the video crossbar filter. I suposse Windows Media Encoder builds the graph without using a Crossbar filter. The Osprey 230 WDM Video Capture Filter already has a property page that allows to select the video input. I've another computer wich has a Pinnacle PCTV Card. It runs both graphs OK.
Another problem I've found is Incompatibility with Standby Mode. When the system resumes from a standby mode, the input switches to NTSC, but user interfaces still show PAL Mode. I've tested it with Video Control Panel aplication.
Can I expect a quick solution or it should be better to install the vfw driver?
