Well, it looks like I'll have to reply to myself, for the benefit of others who may have had the same problem.
Basically QUicktime for windows does not come with a sequence grabber that can understand pci capture cards.
So all you have to do is to download (or buy) a software vdig (video digitizer) which simply is a plugin that quicktime uses to grab video data.
I use the one from abstract plane, for a mere 22 quid it does the job.
So now I can grab video under Windows using Quicktime, instead of having to revert to transcoding from mpeg1.

Can I use the Osprey 100 range of products with Quicktime 5
for Windows?
I am using the example application HackTV that comes with QuickTime and it does not detect the video capture card. I tested it on three machines which can happily use Windows Media Encoder.
