Good question, and one I've grappled with unsuccessfully.  I've not seen a tool that can detect this on the fly.  Your best bet is to detect it at the video tuner, assuming that's where it's happening.  High end tuners can send SNMP traps when the video source dies.  The Osprey capture card does not seem to have a feature for detecting this condition.
